INTRODUCTION
Malaysia
My Second Home Programme is to allow people from all over the world who
fulfill certain criteria, to stay in Malaysia as long as possible on a
social visit pass with a multiple entry visa. The Social Visit Pass is
initially for a period of ten (10) years (depending on the validity
period of the passport) and is renewable.
ELIGIBILITY
It is open to all citizens of countries recognized by Malaysian regardless of race, religion, gender or age.
FINANCIAL REQUIREMENT
A fixed deposit of US$ 75,000 or equivalent amount in Ringgit Malaysia.
After
one year period, participant can apply to withdraw part of this amount
for house and car purchase as well as invest in local share market.

INSURANCE COVERAGE
Applicants
must possess a valid medical insurance policy from any insurance
company that is applicable in Malaysia. The list of licensed insurers,
their addresses and contact numbers are available at
Central Bank of Malaysia.
EDUCATION
Applicants
are allowed to bring along their dependants (children) under 18 years
old either not schooling or are schooling in primary, secondary or in
any Institution of Higher Learning. However, dependants who are
schooling are required to apply for a Student Pass to continue their
education in schools or Institutions of Higher Learning recognized by
the Malaysian Government. Please refer to
Ministry of Higher Education Malaysia for a complete list of all private institutions of learning.
TAXES
Successful applicants are bound by the policies, systems and regulations of taxes of this country, and they
Revenue Board Malaysia for the tax system.
Tax
exemption is given to pension remitted into Malaysia. Applicants must
obtain the endorsement from the Authorities in their country of origin
as to the total amount of yearly pension received. A copy of this
letter has to be submitted in their application for tax exemption.
APPLICATION
Applications can be submitted while the applicant is in the country
provided that the applicant is in possession of a valid Pass.
Successful applicants are exempted from the
requirement of leaving the country to obtain a Visa from Malaysian
Representative Office abroad. Visa will be issued in Malaysia together
with a Social Visit Pass.
The Application Process
Step 1 : Pre-SubmissionDocuments Needed:
- Letter of Application
- 2 copies of Form IM.12 (Form of Social Visit Pass)
- 2 passport sized photographs
- A copy of Passport/travel document (all pages)
- An endorsed / certified copy of a Marriage Certificate (if accompanied by a spouse)
- A copy of birth certificate (if accompanied by children)
- A
certified copy of latest bank statement / other related financial
document to indicate the financial capability to support stay in
Malaysia
* Item 2 - 4 is also needed for spouse and children (below 18 years old) who are regarded as dependents of the applicant
Step 2 : Submit Application
Step 3 : Conditional Approval Letter is issued by the Immigration Department
Step 4 : Applicant comes to Malaysia
Remaining Steps:
- To open a Malaysian Bank Account to place a fixed-deposit of US$75,000.
- To purchase Medical Insurance from any Malaysia Insurance companies.
Step 5 : Submit remaining documents
Step 6 : Applicant collects the Malaysia My Second Home Visa
- RM450 for 5 years visa fee (RM 90 x 5)
- RM500 for "Journey Performed" - Visa fee if applicant is in Malaysia during application process
DOMESTIC HELPER
Each participant is allowed to bring in one domestic helper but it is not compulsory.
FEE
A payment of RM90.00 per year is charged for the issuance of a Social Visit Pass under the "Malaysia My Second Home Programme".
Visa fee is charageable according to the existing rate applicable to each country. Please refer to Immigration Department of Malaysia for a listing of the visa fee chargeable according to country of origin.
EXTENSION
- Changed of passport
The applicant must appear in person at the Immigation Department of
Malaysia. Participant should bring the following documents and payment:
- Old and New Passport
- Photocopy of the New Passport
- IM.12 Form
- Payment of RM 90 per year for the Visa, payable to the Immigration Department of Malaysia

The above process applies for those that did not receive the full
duration of the 10 years Visa because of short validity period of their
passport at the time of approval and would like to receive the
remaining period upon the issuance of a new passport.
- After 10 years period
The applicant must be present in person at the Immigration Department
of Malaysia. He/She should bring the following documents and payment: - Letter of intent to continue the Programme
- Passport
- Photocopy of Passport
- IM.55 Form
- Payment of RM 90 per year for the Visa, payable to the Immigration Department of Malaysia.
* The duration of the above extension process is about 2 weeks.
TERMINATION
The applicant should forward the following documents to the Malaysia My Second Home Centre:
- Letter of intent to terminate stay in Malaysia under this Programme
- Passport
- Photocopy of Passport
FIX DEPOSIT
Opening
of Fixed Deposit Account in Malaysia with participating Banks is
MANDATORY. Malaysia My Second Home Participants are required to open FD
account. Participant is required to open FD account and it may be
either in US$75,000.00 or equivalent in Ringgit Malaysia in
Conventional or Islamic Fixed Deposit.
The following documents are required for the opening of FD Account:
- Idenity Card/Passport (for Individual)
- Application Form for opening of Fixed Deposit Account
- Specimen Signatures
- Conditional Approval from Immigration Department
- Customer's Declaration to confirm the following:
- To authorize the Bank to confirm the existence of the FD when required by the relevant Government authorities.
- Any Other Relevant Registration Documents that may be deemed necessary.
Maximum period on FD is (5) years renewable subject to the extension of
the Social Pass Visit issued by the Immigration Department upon expiry.
Interest earned on the FD can be withdrawn by participant excluding
principal amount before the one-year period.
Emergency withdrawal of FD is allowed subject to prior
approval by Immigration Department without affecting stay in Malaysia
under Malaysia My Second Home Programmme. FD can be withdrawn anytime
should the participant wishes to terminate his stay in Malaysia with
notification to Ministry of Tourism. Ministry of Tourism will issue a
letter confirming participant intent to terminate stay under this
programme.
* Any interest earned on prematured FD withdrawal is subject to the participanting bank's discretion.
RESTRICTIONS
Successful applicants are STRICTLY forbidden from the following:
- Participating
in activities that can be considered as sensitive to the local people
e.g. political activities, missionary activities and provocative or
instigative activities that can be considered as sensitive and a threat
to the security of the country.
- Being employed anywhere in Malaysia unless approved by the government.
INCENTIVES
- House Puchase
Each
participant under this programme is allowed to purchase two units of
residential houses valued at more than RM 150,000.00 - RM 350,000.00
each depending on the location.
Please note that the ceiling for houses in the States
of Melaka, Johor, Pulau Pinang, and Kedah has been set at RM 250,000.00
and above each and ceiling for houses in certain areas of Sarawak has
been set up at RM350,000.00. - Car Purchase
A participant can choose to either import one car which belongs to him
personally from his country of residence subject to approved permit
(AP), which is exempted from payment of import duty, excise duty and
sales tax (within 6 month from the endorsement date of MM2H pass) OR
purchase one locally made car in Malaysia which is exempted from
payment of excise duty and sales tax (within 1 year period from the
endorsement date of MM2H pass).
APPROVAL
Under
normal circumstances, all applications that fulfill the criteria should
be processed and approved within 30 working days after submission of
the application.
